Bad fuel: NCAA begins registration of oil marketers

The Nigerian Civil Aviation Authority says it is set to commence the official registration of all aviation fuel marketers in the country.

This follows the agency’s recent investigation into allegation of adulterated fuel supplied by oil marketers to local and foreign airlines operating in the country.

The European Aviation Safety Agency had written to the NCAA, stating that aviation fuel bought in Nigeria had damaged the aircraft engines of some foreign airlines flying into Nigeria.

The Director-General, NCAA, Capt. Muhtar Usman, was said to have signed all the modalities and prerequisites for registration in readiness for the exercise.

The statement read, “It is expected that all existing aviation fuel suppliers will be required to register and regularise their operations with the NCAA while new entrants will file fresh application with the same requirements.

“This action is not unconnected with the recent controversies and cross allegations concerning the Jet A1 supply and usage by the airline operators.”

The statement further quoted Usman to have charged relevant departments and officials of the agency with holding a meeting with the oil marketers and all relevant stakeholders to sensitise them to the guidelines and requirements for registration prior to the exercise.

Usman said, “During this meeting, inputs and observation on the guidelines will be welcomed and discussed by all the parties concerned.

“To register as an aviation fuel supplier, an application should be written and addressed to the director general of the agency. The application shall be signed by the lead promoter or chief operating/executive officer of the company and the airports/terminals where it intends to operate.

“This application must include the names and full address of their technical partner with copies of relevant agreements. Evidence of certification or licence duly issued by the Department of Petroleum Resources should be attached.

The NCAA further said after fulfilling the requirements, the applicant shall be required to obtain technical approval from the agency’s Directorate of Airworthiness Standards and approval/attestation of adequate fire cover/protection from the Directorate of Airspace and Aerodrome Standards.

These, it added, shall be accompanied by evidence of space allocation in each airport of operation by the Federal Airports Authority of Nigeria.
