Fuel scarcity: FG, marketers parley, set June 13 to end supply dilemma

The federal government through its key agencies in Nigeria’s oil and gas industry on Friday met again with oil marketers to appraise ongoing scarcity of petrol across the country, with a view to upgrading joint efforts to checkmate the situation.
The meeting was held at the instance of the Ministry of Petroleum and its key agencies; the Nigerian National Petroleum Corporation (NNPC), Petroleum Products Pricing and Regulatory Agency (PPPRA) and Department of Petroleum Resources (DPR) in Abuja.

It had in attendance other key stakeholders in the oil industry such as the Petroleum Equalisation Fund (PEF), Pipeline and Products Marketing Company (PPMC), Major Oil Marketers Association of Nigeria (MOMAN), Independent Petroleum Marketers Association of Nigeria (IPMAN) and Depot and Petroleum Products Marketers Association (DAPPMA), where it was agreed that a timeline of June 13 will be set to phase out the lingering fuel supply dilemma.
Stakeholders by this agreement, intends to phase out queues in filling stations across the country by the June 13 deadline. They are also expected to meet again within a short period to appraise their efforts.

They also agreed that the PPMC in conjunction with all marketers will move products, or increase the level of fuel supply to all retail outlets nationwide with immediate effect. Abuja, the nation’s federal capital will immediately benefit from this with the instruction to marketers to move 700 trucks of petrol to the city immediately.

However, it was identified that one of the major constraint to smooth distribution petrol was the logjam at the Apapa-Oshodi Expressway, where marketers stated that over 2000 trucks are on presently on the road waiting to take fuel from the depot.

The meeting then agreed to find a lasting solution to the Apapa gridlock, while setting up a special taskforce to monitor the distribution of petrol to retail outlets in the country.

Petroleum Tanker Drivers (PTD) and the National Association of Road Transport Owners (NARTO) have in this regard agreed to collaborate with the Lagos State government and security agencies to clear the logjam at Apapa which has seen trucks spending as much as 10 days to load petrol.

“We have agreed to work with Lagos State government, Petrol Tankers Driver and NARTO to clear the logjam at Apapa.

Trucks are at Apapa to load products but could not get product but we fashioned out modalities to clear the logjam in conjunction with other stakeholders mentioned earlier so that we can load and start moving product out of the depot,” said the Permanent Secretary in the ministry of petroleum resources, Taiye Haruna.

He further said: “We have enough stocks that can last for the 23 days. Also, we agreed to set up the committee of stakeholder to monitor the loading and delivering of products nationwide.

We have also agreed that efforts will be made to clear this logjam before the end of 23 June. The petroleum Equalisation Fund (PEF) will track all the trucks from Apapa using the Aquila project to avoid diversion of the products.

“DPR is to ensure that products are delivered and selling at not be more than N87 per litre. Government will not relent in their efforts to ensure that the challenge becomes a thing of the past. All stakeholders have agreed to clear the queue before the end of next week.”

It was also agreed that a Task force comprising all stakeholders should look into the distribution of PMS nationwide,” he added.

Commenting on the agreements reached, the Executive Secretary of MOMAN, Femi Olawore said: “Our focus should be how we clear the queue. PPMC has assured that they have the products and we have seen some evidence from the number of vessels that are around with this when the vessel start pumping we have resolved to clear the queue.
There are some other marketers who have the products and have resolved to move the product to filling stations.”

Olawore’s comments were supported by that of the factional National President of IPMAN, Obasi Lawson who said: “What we have agreed on today is to ensure that the queue all over the nation is reduced or phased out, we will do all our best as IPMAN.

“As soon as I leave this place, I will communicate to our members to go to any where they can get product especially the NNPC tank farm or designated tank farm to load. Ours is to load and send to our station.”
According to a communique from the meeting, the DPR is expected to check for possible infractions in the process.

Other top officials at the meeting were the Managing Director of PPMC, Haruna Momoh; Executive Secretary of PPPRA, Farouk Ahmed; Director of DPR, George Osahon; Executive Secretary of PEF, Mrs. Asabe Ahmed and Executive Secretary of DAPPMA, Femi Adewole, while the Group Managing Director of the NNPC was represented by Dr. David Ige, the corporation’s Group Executive Director, Gas and Power.
