Government agencies failed to remit N256.36bn revenue – National Assembly
Revenue generating agencies of the Federal Government failed to remit to the Consolidated Revenue Fund of the Federal Government the sum of N256.6bn out of the expected N512.117bn revenue between 2009 and 2012, according to the National Assembly’s Budget Research Office.
The details are contained in a report issued by the office on the review of the performance of the agencies spanning four years.
The NABRO puts the actual total Internally Generated Revenue remittances of the agencies at N24.75bn within the period under review.
The Fiscal Responsibility Act, 2007 allows 56 agencies of the government to generate revenues and spend part, while remitting 80 per cent of their operating surpluses to the CRF.
The office reported that from 2009 to 2012, the agencies generated internally a total of N12.24tn, while N4.44tn was their total expenditure within the same period.
It also indicated that most of the agencies received subventions totalling N709.31bn from the Federal Government within the period despite their status as revenue generating agencies.
The report stated, “Although, the agencies were expected to remit the sum of N512.11bn between 2009 and 2012, they only paid N264.74bn into the Consolidated Revenue Fund of the Federal Government.
“This amount is less than half of the N709.31bn subvention received by the agencies and represents just 10.3 per cent of the Internally Generated Revenue of the agencies during this period.
“The remittances increased markedly from N47.46bn in 2009 to N57.41bbn in 2010; N74.74bn in 2011 and N85.12bn in 2012.”
On the expenditure of the agencies within the period, the report raised doubt over the declared figure of N4.44tn, given that “data was not available for some of the agencies for particular years, while those available may not capture the entire amount for recurrent and capital spendings.”
It listed the Central Bank of Nigeria, Nigeria Ports Authority, Nigerian Maritime Administration and Safety Agency, Universal Basic Education Commission, Nigerian Communications Commission, Nigeria Deposit Insurance Corporation, Federal Roads Maintenance Agency, Federal Inland Revenue Service and Federal Airports Authority of Nigeria as the biggest spenders within the period.
“While the CBN spent a total of N2.07tn during the four-year period, the Nigerian Ports Authority and the Universal Basic Education Commission spent N514.13bn and N213.23bn, respectively. The agencies mentioned spent below N100bn each,” NABRO reported.

It is sad that these things are happening and the Fiscal Responsibility Commission is looking the other way.
It is the responsibility of the Commission to ensure that revenue collected by MDAs on behalf of the Federal Government is paid to the Federal Government’s Consolidated Revenue Fund (CRF) promptly.
If Fiscal Responsibility Commission lacks the initiative to carry out its mandates but instead wait for other Agencies to perform its functions, then the Government should not waste time in scrapping it. It has become glaring that the Management Team and staff of Fiscal Responsibility have lost focus.
The only way out is for the Commission to be scrapped outright as it only exists as a drain-pipe on our common wealth.
