Department of Petroleum Resources Compensates Staff N 27 million Annually – 2012 budget
The Oil and Gas sector is hands down the most lucrative sector in the Nigerian economy, however recent revelations have uncovered a shocking secret: each Department of Petroleum Resources (DPR) staff collects N 27 million. Well this compensation is more in theory than the practical.
Provisions in the 2012 budget provide N 35 billion for the DPR, out of which N 31 billion is for recurrent expenditure, and a meager N 4 billion is for capital projects which include infrastructure upgrades and the likes. A more in-depth analysis uncovers the fact that N 30 billion out of N 31 billion is meant for remunerating personnel. Now there are 1,100 employees in the DPR which roughly works out to N 27 million per person.
The Minister of Petroleum Resources appeared before the Senate Committee on Petroleum yesterday in company of the DPR leadership and other agencies in her portfolio to defend the budget.
According to the Minister, “This is symptomatic of the entire federal civil service. It’s not solely in the Ministry of Petroleum Resources, it goes across the civil service but that is why Mr. President has called for a critical rationalization of the ministries, departments and agencies with a view to reducing the recurrent expenditure and overheads.”
She further stated that, “the slight increase in DPR’s recurrent budget represents provisions for anticipated recruitment of new staff to improve the overall effectiveness of the department.”
Director, DPR stated that the agency is set to recruit 250 staff in the next two weeks.
The Chairman of the Senate Committee, Paulker Emmanuel, decried the situation where no emphasis is placed on capital projects in order to spur national development.
He said, “I feel so worried as a Nigerian because if our budget is tailored towards that style, then, we are not creating hopes for investing in infrastructure and I hope you have noted that. I think there’s need for us to have a change and the oil industry is assumed to be a capital intensive industry.”
He did not disclose how his oversight committee plans to help in steering this change.
