Oil Minister to engage Auditors to Audit KPMG’s Audit of Oil Ministry

The minister for Petroleum Resources, Diezani Alison-Madueke has disclosed sweeping measures she will undertake to reform the corruption in the Oil Ministry bedeviling ordinary Nigerians and enriching the politically connected elite.

The Minister commenting on issues revolving around the fuel subsidy debate has stated that she will consult with leadership of the National Assembly so the Petroleum Industry Bill will be fast-tracked.

In a statement made available to the media, the minister said, “I will be meeting with the Senate President and the Speaker of the House of Representatives in the coming week to seek their co-operation and leadership in the quick passage of the Petroleum Industry Bill so that we can anchor the comprehensive reform of the oil industry.”

Also concerning the controversial report authored by KPMG on findings based on its audit of the NNPC and its subsidiaries, the Minister stated she will be engaging the services of another independent auditor to scrutinize KPMG’s report so that her office can begin taking action on the initial report.

It is unknown why the minister would need another auditor to review, audit, or scrutinize a report issued by one of the most respected and experienced accounting and auditing firms in the world.

Her words, “I have set up a unit within my office to be headed by an independent auditor to review the KPMG and other audit reports on NNPC and other Parastatals, and immediately begin implementation of their findings, ensuring, at all times, full probity and value for money.”

Another measure she will implement according to her statement are “ a comprehensive review of the management and controls within all Parastatals in the Ministry of Petroleum Resources, including but not limited to NNPC, PPPRA, and DPR”. She has stated that she expects a report in 30 days to allow for personnel retrenchment, reshuffling etc to make the parastatals vital to the economy of Nigeria more effective.

She however noted that personnel changes had already been made in DPR and PPPRA, referring to appointments she made last year when she became the Oil minister, and as a pointer to the probablility that high level managerial changes should not be expected in those agencies.

Finally regarding corruption in the fuel subsidy process, the minister stated that she was engaging the EFCC, with Presidential approval, to investigate and prosecute fraudulent payments made in regards to fuel and kerosene subsidies.

   The Minister has set up a unit within HER office to be headed by an “independent auditor” to review the KPMG and other audit reports. Is she having a laugh?
