2014 budget: FG allocates N10bn for Abuja Rail Project, FCTA to get N3.7bn SURE-P funding

The federal government has earmarked the sum of N10 billion from its 2014 SURE-P as counterpart funding towards early completion of the Abuja Rail Mass Transit project.

The Minister of Federal Capital Territory (FCT), Senator Bala Mohammed, stated this yesterday while presenting the FCT 2014 SURE-P budget to the Senate Ad-Hoc Committee on SURE-P at the National Assembly.

Mohammed said the total cost of the Abuja rail project, comprising final design and construction of Lots 1 and 3 respectively, which is approximately 60.67 kilometres, is US$823,540,545.87 with a completion period of 36 months.
He disclosed that the federal government had earlier obtained a concessional loan of US$500 million from EXIM Bank of China; leaving US$323,540,545.87 to the Nigerian government as counterpart.

The minister further revealed that the government, through SURE-P, also intended to expend the sum of N13 billion on Nyanya Labour Camp, Wasa and Mamusa West district among other projects this fiscal year in the FCT.

According to him, the N13 billion is to provide infrastructure for affordable housing in satellite towns of Wasa, GidanDaya, Mamusa West; rehabilitation of 6KM Kuje-Gwagwalada Phase 1 road, extension of Karshi-Apo Road (F106)(16KM) as well as construction, equipping and provision of water projects to 12 Primary Health Care centres in FCT among others.
In a related development, Mohammed said the FCT Administration (FCTA) is projecting to receive the sum of N3, 711,340,206.24 in 2014 as its SURE-P share to focus on developmental programmes.

He explained that out of this, the sum of N600 million would be used to construct rural access roads in conjunction with DFID, while the sum of N500 million has been earmarked for the construction of School of Health and Technology in the city this fiscal year. “The sum of N100 million and N450 million would be used for the construction of Standard Clinics in the Federal Capital City (FCC) and Pilot Phase of the 5,000 Units of Universal Metering Pre-Payment system for the FCT Water Board to support revenue generation respectively. “Also, the sum of N300 million and N90 million have been earmarked for the establishment of FCT Rehabilitation Home (Bustle Facility) as well as furnishing and equipping of Standard Clinics accordingly.
“Destitution management support and solar powered boreholes in 14 Public Health Care centres would receive the sum of N50 million each,” he added.

The FCT ministry Permanent Secretary, John O. Chukwu; Chief of Staff to the FCT Minister, Alhaji Yau Mohammed Gital and FCT Directors of Treasury as well as Economic Planning, Research and Statistics, Alhaji Ibrahim Bomai, and Alhaji Isa Mohammed Ari respectively accompanied the minister to the National Assembly complex.
